Cannot Reply to Some Topics

Does anyone know why I cannot reply to some topics? I cannot tell if there is any sort of pattern, but some topics have a “reply” button, and some don’t. I don’t know how long this has been the case, but I just started noticing it a few days ago. I get the same behavior in both Chrome and Edge browser. I am logged into my account.
