In the workspace (Not premium), I am as an admin.
I do not see the option to delete the workspace?
Any suggestions?

Assuming you can see the Admin Portal, then these are the steps to delete a Workspace.
I am added as admin to the workspace setting.

This can quickly get into the weeds, especially when you are 1000% sure things are set right.
Four reasonable questions:
• Have you contacted the Tenant Admin yet with a quick message about the problem and would they please double-check your level of access and role?
• How were you granted access and role, and was this by use of a Security Group?
• Is this a V1 or V2 Workspace?
• What is your proficiency with Powershell and the Power BI Rest API?
