Utilization % by default area vs other areas

I hope this is in the right place, but I have a new visual request and I’m a little stumped on how to get this calculation.

I have a model with labor tickets (manufacturing), shift hours, employee lists, and departments.

I have my average utilization measure by department looking good. However, how would I calculate utilization for the day across various departments? For example:

My default department is X (this department is in my employee table) so I apply half of my daily labor (per day) to my default department but I also clock labor to another department, Y.
So my utilization for that day would be X - 50% and Y- 50%.

I think my problem is the Department is on the Employee table, Department table, and Labor Table. When I try to pull in the average utilization as a value, the department from the employee table and the department from the labor table it isn’t able to split up the values. Any help would be greatly appreciated. Attached are some screenshots.

You can simply upload the file here or on cloud and share link. I can’t tell of any specific way to strip unnecessary or confidential data out. May be try putting some Dummy data.
