Row Level Security and Permissions

I have a simple report that I want to set RLS based on each Manager’s location. I also wish senior managers to be able to see the entire data. If I set up each Manager with his/her appropriate role, will Senior Managers see the entire report, or do I have to set up a senior role to assign to Senior Managers?
