Please, what can cause a data to be refreshed with current time without having an error, but when checks the visuals and the dashboard metrics figures in the dashboard on the PowerBI Services, they are not up to date unless I refreshed it manually. Please note, the data sources are connected to Google sheet.

First of all, try to confirm if your report on the server is an exact copy of your file in the Power BI Desktop.
I will advise you to download the report on the server, re-upload it as a new report, and set the connection again. But ensure the Gmail account you are using have access to the data and also ensure the data is not restricted in the googlesheet, but make sure it is in anyone on the internet with this link can view
