Power BI User Licenses, Roles and Capabilities

I have an organization that has a subscription for all users to have Pro licenses.
We want to be able to integrate with Azure DevOps and used the Power Bi Pipeline deployment process.
The company added a couple PPU (premium per user) licenses. We created 3 premium per user workspaces [DEV], [UA] and [PROD] and created a pipeline and assigned each workspace to the pipeline.

First question is I don’t understand how another Premium per user cannot see the pipeline that has been created by the other premium per user? Both users are assigned as Admin access within the premium per user workspace. I am not aware of any setting to allow/hide the pipeline. Can only one user access a pipeline?

The second question is can a user view a report with a pro license that was created in a premium per user workspace, deployed through the power BI pipeline, and then published out to an app? I am under the impression Pro users would not be able to see the report or the dataset within the 3 premium per user workspaces, but I don’t no if that applies if you publish it out to the app.

I have been looking for information to try to help you with your questions.

For the first question, the link below indicates that pipeline permissions and workspace permissions are granted and managed separately. Is it possible that I need to grant permissions to the other user with premium per user capability to this pipeline?

For the second question, in the following link it tells us that when using Premium per user licenses, content created by a user with a Premium per user license can only be shared with other users who have a Premium license, unless the content is placed specifically in a workspace hosted in a Premium capacity.
There is a table that summarizes the basic functionalities of each type of license.
