I am using the Q & A in the report.
How can I save some of the phrases so that the user can simply click on the existing phrases?

Yeah, it would be handy if Power BI Q&A let us save quick questions for users, but that’s not built-in right now. Closest workaround I’ve used is adding Q&A buttons with pre-set phrases on the report page, using bookmarks or buttons linked to visuals filtered by those phrases.
Another option is to create a panel or section with example questions written out, so users can copy/paste them. Not perfect, but it helps less technical folks get started.
