I am unable to find information for my question on the internet.
workspace is set to pro
there are around 100 users each with pro licenses and they access this workspace
1- what is the cost for each user to have pro license?
2- is it cheaper if workspace is set to premium and have each user license to be free license?

Contact Microsoft they would be able to help… I’m sure the information would be on the Microsoft website.
When I calculated out the same costs you are working on for our company (a few years ago) we would need to have 1000 users or more for it to make sense to have a Premium license.
We have over 2,500 employees, but most don’t need to access reporting, plus I have Power BI Report Server on prem which covers the majority of our needs.
Our organization is a non-profit with reduced pricing, so I can’t say for sure what the user number would be with standard pricing.
As @Keith indicated, Microsoft will need to be checked with directly, and they keep changing things (now Fabric is a thing, with its own free trial license, et al).
It would be great if you update this post with any info you dig up.
