Sorry, but I’m tearing my hair out here.
I’ve re-installed PowerBI and the issue remains, so it’s perhaps easiest to show you this in action as even I find it hard to believe:
Any time I try to point Power BI at an Excel file as a source, it’s crashing.
At first I thought this was because I mistakenly saved a temporary file I was using to “Desktop” (which Windows 10 now by default puts into a OneDrive folder called “Desktop”), but even when I manually navigate to the local machine, it’s still not working.
I am going to uninstall and reinstall again, but I’m posting this here in the hope that I get some clarity on this, and that it might be able to help others as well if someone can figure this out.

Update: Uninstall and Reinstall and it worked.
Still no closer to knowing why, but I strongly suspect OneDrive/Windows 10 to be to blame at least in part as this is the second time I’ve had to do this in the last couple of weeks.

does the bitness match between Power Bi and Excel?
I have seen mention of this problem if you are using (for example) 64bit Excel and 32bit Power Bi Desktop

Power BI is 64bit
But for some stupid reason my Excel 365 subscription is 32-bit:

If anyone else wants a pretty painless way to migrate Office 32 to 64 bit it’s explained here:
TLDR: One small download of the Office Deployment Tool, run the exe from the command line (same folder you saved the .exe and the xml config) with the /configure option, grab a coffee, and it was done.
Basically all I had to do was this:
