i am power bi pro user, and i have shared report with my colleagues within same organisation, some of them can view the report and some are getting error to upgrade to pro license. please suggest the right way to share with free users.

you need to look into license term to view and share report both party should have at least pro license.
Those who can see they might activated trial pro or they have pro user check it.
