How to lock first few columns in matrix

I would like to start this topic by thanking @VilmarSchi who helped me getting very simple and easy to follow (compare to what I came up with) on below mentioned topic link.

Now I am wondering if there’s any way to lock first few columns in the matrix regardless which year is selected from the slicer (snip below).

Two things…

  1. I am using slicer to select the year to compare past data against current forecast in above is showing how to lock and scroll…
  2. I am having hard following how to put measure in column. It’s just not happing…
