Hierarchy columns

Hello,

I am trying to create a hierarchy level in my report for users to filter. I have a sample tables as the image below,

I am trying to create level 1 and 2 columns for users based on their Building so that I can create path measure. However, I have not yet been able to come up with a proper way to design the columns. I have tried manipulating the data in query editor using custom column (that would create an index of the ID and Level) and then do group by on the level. I realized it did not go as planned since I have a different row for each user. I am attaching the file here.
