I have a Text field that has 7 Categories:
I want a filter at the top of the page with Labels:
OPERATING INCOME
NET INCOME
NET INCOME includes ALL 7 Categories
OPERATING INCOME includes 6 of the 7 Categories

It sounds like you you need to add 2 slicer visualisations to your report and point them both to the same text field.
In your filters pane for one of your slicers simply uncheck “8 -Other Charges”.
