Fabric License - How do I determine needed capacity?

My company currently has 30 Power BI Premium per User licenses.

I have heard that if we have a Fabric license, then we only need Power BI Pro licenses (saving us $10 per user).

I looked at Fabric license costs and see the following costs…

My first question is how do I determine how much capacity I am currently using?
If I can get away with F2, then I save money and get the extra features of Fabric (not sure if I have a use for them, if I get them with the Fabric license I’ll probably find some feature that I like)

My second question is if I sign up for F2 and it isn’t enough capacity, then what happens?

I’ve tried to contact Microsoft tech support and sales, but I couldn’t get any answers.

Does anyone here have answers?
