What is the best way to dynamically change chart legends and titles? Is this even possible, if not then what are the alternatives we have?

It is certainly possible, most do it using a measure that returns the title based on the required condition, and then assign that measure as the title using conditional formatting.
I would be happy to demo this on a mock-up of your model and knowing what condition is needed for the title to change.
