Wow, crazy mind meld! If you look back at my without and with context transition submissions, we took the exact same approach both times.
Really interesting how many different ways there were to solve this. And collectively we found all of them (except the one Antriksh wanted ).

I’ve never used GENERATE before, but why don’t the second and third queries return the same result?

There’s the magic of Context transition in action for you. LOL
A manually defined list, doesn’t have a relationship with columns in the Data table so it will populate a value for each item in the custom list.
@BrianJ create a 4th version and see if you can use TREATAS to bring that back virtually (can hardly wait for the result…)
Also looking forward to a much more detailed and clear explanation by @AntrikshSharma

Jumping very late even thought I had downloaded the pbix file same day. Here is my solution.
Summary
Table =
GENERATE(
DISTINCT( Data[index] ),
UNION(
