Conditional format for color

Hi ,
I m looking to complet scenerios analysis deep dive course , listed under power bi.
i created the following measure :
!Conditional Value = switch(TRUE(),
Scenarios[2018 Scenarios Smoothed]>=Forcasts[2018 Forcasts Smoothed]=“Green”,
Scenarios[2018 Scenarios Smoothed]<Forcasts[2018 Forcasts Smoothed]=“Blue”
)
Noticed the base field value is dim and can’t be selected.
