If it’s helpful to you, here’s my original solution file (which didn’t work for the reasons discussed but, you may find useful anyway since it shows how one could institute the grouping and milestone numbering and composite index development for both tables quite easily in Power Query, using primarily the Create Column from Examples feature, plus a small bit of custom M code).

Thanks for the file.
I get a better sense of what you meant by trying to create unique reference to each goal.
Will see if this can be done at time of creating the data set. But if not, I will be back for the custom M code magic.
