I am using the standard filter visualization.
I have set List from the drop down and horizontal from the general tab
I would like to change to selected, unselected and hover colors.

Hopefully, you are able to use a custom visual - because the best solution for this is the Chiclet visual.
(it is not possible to make the changes you are asking from the standard slicer)

I have added that to your sample (using the “Get More Visuals” link under the options menu of the Visualizations pane
and changed your financial year slicer using settings from that visual:
2015/2016 is selected
mouse is hovering over 2016/2017
and 2017/2018 is unselected
the only thing that you might want that is not possible with Chiclet is a background shading for hover
(color is on the text only)
