Why do you need change context with calculate when using a measure

Hi

In the formula below, Why did you need to change the context when a measure is in place automatically activating filter context. I understand why you placed the ALL function to calculate % of total sales to ignore filter context.

What CALCULATE does is change the evaluation context (filter) on the expression.
