Use of Variables and Measures for FILTER

Hi All

I have taken this data file from one of the lab lessons here on MAXX and would like to clarify my understanding of variables and measures.

I have two very similar measures (Max Survey Date) but version 2 is calculating incorrectly. Is this because the direct measure in the filter formula isn’t being evaluated for each row?
