Sales with a “DATE TO CLOSE” within Range of “FY MTH END” filter Selected = ACTUAL SALES
Sales with a:
“DATE TO CLOSE” after “FY MTH END” filter Selected &&
“DATE TO CLOSE” before “FY YR END” of "FY MTH END " filter Selected = FORECAST

NOTE: FY MTH END seldom matches CALENDAR MTH END

Based on the Incorrect measure you highlighted, you can replace the Today() measure with the below.

SELECTEDVALUE(‘Dates’[FY Mth End])
